By default the maximum file upload size is set to 2MB. It is not a Drupal issue, instead a php issue as upload_max_filesize is set in your php configuration (php.ini file). To add ejabberd and run MYSQL to the server I needed to update the server version of mysql from 5.5 to 5.7. Fortunately, there are great instructions on the Plesk support page regarding how to achieve this outcome.
